TOWN OF PRINCETON
PLANNING BOARD   ---   Regular Meeting ---  March 20, 2013

7:30 PM  The meeting was opened by chairman. Present were: Chairman Jerry Gannelli, Jon Fudeman, John Mirick and Ann Neuburg, as well as alternate member Rick McCowan
-- The board voted, all in favor, to approve minutes of March 6, 2013.

An ANR plan was submitted by Doug Andrysick for John Buffington to consolidate two lots at corner of Hickory Drive and Oak Circle. Check for $100 received with copies of plan and Form A.  Board voted all in favor to endorse plan and all signed Mylar and paper copies.

7:35 PM  The chairman opened the continued public hearing for four cellular equipment upgrades on three cell towers. Applicants were represented by Atty. Edward Pare of the firm Brown Rudnick for AT&T, Brian Allen for AT&T and Mark Cook for Sprint. Building Inspector John Wilson was present as well. The board had asked for documentation to meet the requirements of conditions 20 – 22 in the Jan. 8, 2003 Special Permit for American Tower at the Worcester Road tower site. American Tower had submitted documents within the past several days. These included surety bonds for annual maintenance including a new $45,000 bond providing a replacement/renewal guarantee, as well as reports to certify that structural integrity and federal codes had been met.
The chairman asked for any comments or questions from the board, the applicants and the public, and none were received.

7:45 PM  The board voted all in favor to close the public hearing.
They then reviewed a template of a decision for the Thompson Road site. Minor edits were added, including a condition from the Houghton Road tower Special Permit modification approved for Sprint one year ago which reads: “Any material change in the project described above, or in the specified conditions including the conditions incorporated by reference in the (original) Special Permit Decision, is subject to review and approval of the Planning Board, which may require a public hearing after notice and publication.”
The board voted all in favor to grant approval of the Special permit modification for AT&T at the Thompson Road lattice tower, with edits as notated.
John M. read a template of a decision for AT&T at Houghton Road and noted that the original request was for a 30” diameter shroud but AT&T agreed to change it to 36” so as to match the shroud size approved (last year) for Sprint which co-locates on the monopole. With this change and edits as notated, the board voted all in favor to approve the Special Permit modification for AT&T at Houghton Road.
The board then considered a template for Worcester Road based on the original decision signed by the Planning Board on Jan. 8, 2003 which was finalized after the issuance of a Consent Judgment. The conditions outlined in the consent judgment were included in the Special Permit, which allowed construction of the tower by American Tower and the installation of receivers and related equipment by the first co-locator on the monopole, which was Sprint. The board noted that all conditions in the consent decree/special permit were to remain in effect, including review of reports by the building inspector as per conditions # 21 & 22. The board then voted all in favor to approve two separate decisions for AT&T and for Sprint, reflecting the same conditions as stated on the original American Tower special permit from Jan. 8, 2003, including edits as notated.

8:20 PM  Board members agreed to review the final, edited versions of all four decisions within the next two weeks and sign the decisions at the April 3 PB meeting.
8:25 PM  Tom D. had suggested asking for some funds to pay fees for a consultant that may be needed if a zoning bylaw change is recommended with the Worcester Road project. Town Administrator has asked that a PB representative attend the next Selectmen meeting to make the warrant article request. John M. and Ann N. offered to attend the BOS meeting on March 25 at 6:30 PM. The first public meeting for Worcester Road will be April 3 at 7:30 PM. The board voted all in favor to spend PB funds to mail postcards to all neighbors and abutters--no more than $250. A mailing list indicated 144 addresses of landowners in the area of Worcester Road from the Holden line to town center, and on roads branching off. At $.33 per postcard, mail costs are under $50. The board voted all in favor to mail postcards.

8:37 PM  All voted in favor to adjourn.
